nine years ago. CLARK, LADY LOUISE STUART, VA. Miss Lady Louise Clark, age 79, of Stuart, died early Thursday morning in the Patrick County Memorial Hospital. She was the daughter of the late Thomas Lee Clark and Mary Etta Clark. Miss Clark is survived by four sisters, Annie Lee Allison, of Roanoke; Mrs.
Lucy Staples of Stuart; Mrs. Mattie Sinclair, of Hampton, Mrs. Ethlyne Hoilman, of Burlington, VT; and several neices and nephews. She graduated from Stuart High School and James Madison University, later obtaining her Library Science Degree from William Mary College. She also studied French at the Sorbonne, Paris, France and attended Columbia University and the University of Virginia.
She taught French and English classes in a number of places including Stuart, Critz, Chatham and Bluefield. Her teaching career ended in 1941 at which time she assumed her duties as the first Librarian at the Patrick County Library and she remained in that position for 31 years. She later became Regional Librarian for Patrick and Franklin Counties. She was a member of the Stuart United Methodist Church and served as a Church Sunday School Teacher and a member of the choir for many years. She was also a member of JEB Stuart Women's Club, the Patrick Henry Allied Families of Virginia and Virginia Retired Teacher's Association and for a number of years was a member of the Board of the Patrick County Museum.

Man breaks window to rob restaurant The assistant manager of a fast-food restaurant on Melrose Avenue was robbed at knifepoint early Thursday by a man who came in a window he had broken with a piece of cement, Roanoke police said. Michael A. Vines, assistant manager of the Melrose McDonald's restaurant, was working at the safe about 1 a.m., authorities said. He was alone in the store when the robber threw a piece of broken cement through the drive-through window on the south side of the building, police said.
A man, described as in his 20s and having a small build, crawled through the window and brandished a hunting knife. He escaped with an undetermined amount of money from the safe. Chamber directors back bond issue The board of directors of the Roanoke Valley Chamber of Commerce has endorsed passage of a $15 million bond issue that will be on the ballot in Roanoke County on Election Day. President Jay Turner said the board's endorsem*nt was unanimous. The chamber said the county will not have to increase real estate taxes to repay the bonds, but the supervisors recently approved a utility tax for county residents.
The money from the bond issue would be used for the county's share of the valleywide E-911 emergency phone system. It also would be used to build two new fire stations and to improve existing stations. The county also would use $4.9 million of the bond money for the construction of a new school. It already has set aside $4 million for the building. Also included in the bond issue are renovations to county buildings, including the main library on Virginia 419.
Some of the money would go to the public service facility near Hanging Rock. By JOEL TURNER Municipal writer Like other governmental agencies around the country, the regional job-training agency in the Fifth Planning District has encountered problems in obtaining liability insurance coverage for its employees and directors. The legal liability insurance policy for the Fifth District Employment and Training Consortium has been canceled because the insurance company that provided the coverage no longer provides this type of policy, said Carolyn Barrett, administrator of the agency. Barrett told the consortium's board Thursday that the staff has contacted several insurance companies, but none has offered to provide liabiliy coverage for the agency. One insurance company has indicated it might provide the coverage beginning in January, she said, but the staff has been unable to find a company that will provide the coverage in the meantime.
Keith Cook, a Roanoke County representative on the consortium's policy board, said the lack of liability coverage puts the consortium's employees and board in "a very uncomfortable situation." Cook urged the staff "to give high priority" to trying to find 1 liability coverage for the agency. Public liability coverage provides protection for alleged error, omissions and wrongful acts by publie officers a and employees. James Ritchie, chairman of the policy board, said that board members might be protected by the liability, coverage of their is respective of localities. The board composed representatives from eight localities in the planning district that stretches from the Roanoke Valley to Alleghany County. But some board members said their localities also have been unable to get liability coverage.
Roanoke City Council recently decided to become self-insured for public officials' liability because the city could not find an insurance company that would provide the coverage. City officials said that the state government and many other localities in Virginia have been forced to become self-insured for public officials' liability because they have also been unable to obtain coverage. On another matter, the policy board voted to allocate $60,000 in uncommitted funds for the current fiscal year to establish an educational and training program for teen-age. parents in the Alleghany County-Covington-Clifton Forge area. The consortium recently received a $50,000 grant to establish a similar program in the Roanoke Valley.
